Flora has extensive experience in national and European antitrust law. She advises Italian and international clients before the Italian Antitrust Authority and the European Commission in antitrust proceedings concerning restrictive agreements and abuses of dominant position, mergers, distribution agreements and joint ventures, as well as in administrative proceedings (appeals against the decisions of the Italian Antitrust Authority) and civil proceedings (actions for damages). She has also dealt with antitrust compliance programmes and various EU law issues (free movement of goods and services, customs law, protection of agricultural and food products through PDOs and PGIs, environmental law).

Her experience covers various industries, including food & beverage; haute hôtellerie; the pharmaceutical and chemical industries; telecommunications; supplementary healthcare; professional publishing; production and distribution of smoking products and electronic cigarettes, gas and electricity, automotive and jet fuel; motor vehicle distribution; airport management and ground handling services at airports; maritime and rail transport; and waste collection, transport, and recovery.

Flora joined the Firm in September 2023.

Previously, she worked with the law firm Pappalardo e Associati (later Bonelli Erede Pappalardo), in the Brussels and Rome offices (1995 – 2001); Allen & Overy LLP, within the International Antitrust Group, in the Rome office (2001 – 2007); Simmons & Simmon LLP – EU, Competition and Regulatory Group, in the Rome office (2007-2014).

In 2015 – with Monica Dal Prà, Gabriella Scionti and Adele Sodano – she founded ECR Legal, a specialist firm with a focus on EU law, competition law and market regulation.
